From the car rental web sites it appears all of the agencies are showing "shuttle". Can anyone confirm that any or all of the car rental lots have been moved off site from the airport?

Budget and Avis still show onsite. We rent 4WDs from Amalie and they pickup and you sign paper work at their site in Frenchtown.

And have a really good look at the vehicle before you drive off. I've had dashboards lit up like a Vegas slot machine with warning lights, "Oh yeah, you should be fine..." to one vehicle with zero brake lights working. And rather than the ding and dent report, we simply agreed to take digital images of the vehicle's condition before leaving to save time. Your results may vary, etc, etc.
