He lives on his boat year round, and likes cold beer . It is his job to keep the cisterns up on the hill full from the de-sal plants. They are now all full...he doesn't need to work. so he packs up his surfboard and heads off to wherever it's surfs up.
Some interesting facts, the plant he works at does 2000GPM, and processes 3 million gallons of water a day.
