I would check on cruise ship schedules and plan for when less ships are in. I would think the later in the season the better.

Weather-wize there's not a significant difference between February and March.

You'll find more tourists on the island in February vs. March, especially during President's Week but that difference won't be enough to make a major impact on your trip. There'll be another slight influx in tourists during Easter Week (which for 2016 comes at the end of March).

Right now the cruise ship schedule for February 2016 shows 15 ships coming to Tortola, for March there will be 13 so again not too much difference.

Bottom line - go whenever your schedule allows - you won't notice a difference.

February seems to be our busiest month down here so, if you have the option, go for March. Also..plan to make reservations as soon as possible as things are booking up for next year..book your place to stay and rental car. One really nice option in CGB, is Columbus Sunset Apts..Rose can give you a good rate and a car thrown in..Added to the CGB dilemma is the fact folks cannot find out what's going on with Quito's "Ole Works Inn"..I keep hearing that e mails and phone call are not working so some of those folks booked there are already looking elsewhere. If you decide to try Apple Bay instead we can help you there.( No cruise shippers to deal with on our lovely little bay).
