In Belize, you will be tendered ashore in smaller boats, since the Cruise ships can't get in close to the dock. The ride will be about 20 minutes, usually on a 25 to 35 foot boat. Plenty of shopping right on the dock when you step off of the tenders. Not much to say about Roatan, other than shopping right on the pier as you get off the Ship. I'm sure your question had more to do about the shore excursions, sorry we never did any. We only went ashore to do some shopping (junk for the Grand kids), and returned to the ship.

Both have good snorkeling and diving. In Belize, we have used Sea Sports for snorkel trips and they were fine. We also have walked around Belize City - seen the old Government house and museum and the Church, etc. - some people do not like walking around the City but we were comfortable enough. Roatan dive shops have limited snorkeling in our experience - you can email any of top ones - Coconut or Roatan Divers or whatever - and ask them about snorkeling opportunities for when you are there. If they do not have anything when you are there, ask for a recommendation if it is snorkeling you want. Not familiar with Roatan other than in the water.

Take a cab to the West End in Roatan and enjoy all the art galleries featuring local artists.

Snorkeling in Belize if wonderful. Take a trip to Shark/Ray Alley. I have only done that from Ambergris Key, so I do not have any suggestions for an operator out of Belize City.
In January we did a cruise stop in Belize City and took an excursion to Altun Ha. It was a very nice Mayan temple. Worth the trip, but there were a lot of bugs, so bring bug spray. I saw more bugs that one day than the 6 weeks I spent in Belize on other trips. Buy some carved wood at the site or downtown.

Just to give some feedback and thank you for suggestions. In Belize we did cave tubing and zip lining..it was incredible. In Rotan (Mahogany Bay) we found a fabulous beach. <img src="http://www.traveltalkonline.com/forums/images/graemlins/toast.gif" alt="" />
