so many variables, 45 minutes is the minimum connection time allowed, I'd be worried too. I would never book that short a connection.

45 minutes is a legal connection but gives you no "wiggle room". It will work only if your inbound flight arrives at the gate on-time. Will that happen??? Your guess is as good as mine.
If it were me, I'd opt for a longer connecting time. Remember, you are better off waiting an 30, 60 or more minutes for your connecting flight rather than arriving at the departure gate 1 minute after the plane leaves.

You could make the connection, but your luggage may be left behind if you are checking. If I was travelling domestically I could deal with a late bag, travelling on vacation to a foreign destination I would want to know my bags didn't get left behind if my first flight was late.

1.Where are you flying from to get to Phila? 2.Checking baggage or just carry on? 3.When are you making this trip? We fly through Phila most of the time on our way to SXM if we can't fly through Charlotte. We try to have minimum of an hour and we start in Harrisburg (MDT) or BWI but we vacation in Dec/Jan so weather is always a factor. We, too use USAir and I would try to get more time to catch the SXM flight if you can. More critical is your return flight. If that's through PHL you will definitely need lots more time.

It seems to me the critical issue will be what gate your Hartford flight arrives. We used to fly USAIR from Baltimore, through Philly, and if we landed at the far terminal, it was a long walk to get to the international terminal. But, provided our flight was on time, we never had any problem reaching the gate in time. But, 45 minutes will be tight if you arrive at the far commuter terminal.
