If wearing helmets is mandatory then why do I see so many scooter riders without helmets. Seems like a pretty easy law to enforce.

If they got rid of the cars and everybody rode scooters this kind of thing wouldn’t happen. Said a scooter owner.

Anyone riding two wheels without a helmet involved in an accident needs what's left of their head examined.
It may sound harsh but it's what any trauma medic who treats the victims of these incidents will tell you.
