I'm one of the Admins for the Friends of Belair Beach Facebook group, and as such I try to stay in touch with Belair Hotel management. Last night I received an email from interim GM Jennifer McCrae with the following, published with her permission:
I am pleased to let you know that the air conditioning on the other side of the hotel is working and cooling the rooms as expected. Our housekeeping staff is busy getting the units ready for this weekend as we are looking forward to "welcome home" so many of our timeshare owners and new guests. As for the hot water, we have been experiencing some challenges that we are still trying to work through and this has caused the hot water to be turned off for long periods of time. However, please be assured that our team is diligently working on it.
Jennifer

This has been a long haul, as in six months or more. Here's hoping the problems have finally been resolved.

Hot water is intermittent, and they are working on it. It's an old hotel with weird systems!

Sorry, that just won't cut it for me. This has been going on for months and months and months. I understand that a lot of people have fond memories of this place, but it's time to move on, people!

I'm not an owner there, but did stay there once and eat at the Gingerbread cafe there sometimes. I can understand people having a sentimental attachment to the resort and wanting to return, even with an inconvenience. It's a small funky kind of place, with a great beach and staff, and I can understand its appeal to many people. In some ways it feels like a step back in time to when SXM wasn't so overdeveloped and I suspect it feels like home to many regulars.

Our first stay was at the Belair back in 99 for a 10 day trip. It was just OK them with AC and plenty of hot water. Can't imagine staying there now. Old and tired. Resort that is.

I had 5 weeks Just gave them up. Broke my heart. Stayed for 14 days. Only had hot water for 2 1/2 days. Felt like I was in an abusive relationship with Belair always promising things will change but they don’t. If they ever do l, I’d go back. I love the location and the staff and Gingerbread and Neelu.
