Does anyone know of any small operation flying from Beef Island to Anegada? In early 2020 we used a company that had a small 5 or 6 seat plane, but I don't think they are around anymore.

Island Birds or Fly BVI. Both go to Anegada. Not nearly as cheap as they used to be.

It costs about 1100 dollars per flight hour to operate a Cessna 402. It will be less for smaller aircraft options but a EIS to Anegada leg may require positioning flights. Cheap is not going to be in the equation.
