Other than perhaps reducing the possibility for violence, I don't think it has any purpose.

According to the DH, the regulations don't apply to "hotels or accommodations", so I guess maybe they are counting the Yacht Club as an accommodation, since some folks probably have passed out and slept there over the years??

Way back when, this happened on OH and is still a practice in some states, but not many.

It was the law here in Canada as well for a while. But that has been repealed for many years with adverse impact.
And my recollection from January is that in Sint Maarten, at least in Simpson Bay, the regulation is generally ignored.
