Interesting. They say they are going to break ground on April 15 and claim it will be finished by fall of next year. But then another place in the story it talks about 24 months of construction. Either way, it will be interesting to follow, to see if they can actually do it by then. If so, SXM could take some pointers.

They might even finish before PJIA gets done.
