I saw an article last November that stated management at Scrub Island will reopen Marina Cay. Have they started construction?

We were there Thursday night and there was a sign at the dock that said no trespassing. There did not appear to be any activity going on at the time, but there were signs of some new construction. The mooring field was almost full and someone came around to collect the fee for the mooring ball.

Scrub collects the mooring fees every evening. Last night there were six boats, but New Year's Day there must have been 25.
