Don't know about you but seems any town around me has at least one project facing time delays or cost over runs. It's not just a St.Maarten problem.

Eight months sounds quite reasonable these days, with all the supply-chain issues around the world, for a project of this size and complexity. It therefore won't likely be ready for our trip down in January 2023, but hopefully for the one after that! I'm just pleased they finally seem to be making some progress.

My problem is the delay to even get a contract SIGNED for the work. Basically 5 years since the hurricane.

Actually the article states "With manufacturing schedules of more than eight months each" which I would think was reasonable for the complexity of the systems. Then you would need to add installation time.

IIRC the major cause of delay was getting the island folks in charge to agree to who has final say in writing the checks.
