The Nov. 1st date is for the Dutch side. On 10/20 St. Maarten released the news that Nov. 1 vaccinated would only need to provide proof of vaccination on the EHS site. On 10/20 the French side released the information which is the link that I posted above. See the comments by Lars on the first page of this discussion: Lars
