We arrived in the BVI yesterday by private water taxi and were processed at West End, did not have to go to Road Town. We were the only ones there and it was a quick process. Note however, that you have to complete the test appointment specifically for West End, ours were for Road Town and we had to connect to the wifi and add all of our info into the test portal. Maybe 15 minutes tops and were then off to VG.

Does anyone know if WE will be able to process fully vaccinated visitors who don't have to go through the portal or announce their arrival anymore?

Yes, that's exactly what the OP did yesterday.

I was just unclear about his vaccination status. And from I what I saw the BVI Govt official say, you could just show up in the country now unannounced with a negative test. No mention of having to "complete a test appointment". And if you don't have to go through the portal, who is checking if you have adequate travel insurance?

The West End is designated as a "Fully Vaccinated Port of Entry" so only those travelers can clear there, JVD, Anegada, and VG.
The test appointment is a portal that everyone has fill out based on port of entry. It's how the information for your test is collected.

Jason:
Have they opened Anegada as a port of entry (for fully vaccinated)? I heard the premier mention it but hadn't heard of any actual progress in that direction.
Thanks,

Was Anegada EVER a port of entry? As far as I know it was never one.

Thanks,
They have mentioned it several times but it's not true as far as I've heard. To be honest, I'm not even sure the motivation for that unless they have had requests from USVI day boats. We do occasionally run into a USVI day tripper out at Pomato Point but it's rare.

As far as I know Anegada was never a sea port of entry. The Premier mentioned it and when questioned he followed up - clearly he was talking about entry by sea. I do hope they allow entry to the BVI through Anegada by air again.

I found the Premier's statement - made on the 15 of June 2020 (URL: https://bvi.gov.vg/media-centre/statement-premier-fahie-bvi-tourism-gets-further-boost) Extracted from that statement: "As such, on 9th June Cabinet approved the reopening of the following ports of entry to receive fully vaccinated international travellers and crew members only, starting 17th June, 2021: Soper’s Hole Dock, West End; Dog Hole Dock, Jost Van Dyke, and St Thomas Bay Dock, Virgin Gorda These ports of entry will be known as fully vaccinated ports of entry for only fully vaccinated travellers and crew. Cabinet also decided that all requisite Government and Statutory Bodies work together to establish Anegada Seaport as an official Port of Entry, to receive fully vaccinated travellers and crew members only for this initiative. The public will receive updates as we continue to move forward with this initiative. Please also be advised that the Road Town seaport and the Terrance B. Lettsome International Airport will be the only ports where vaccinated and non-vaccinated travellers would be allowed to enter the Territory."

Too late to edit but my note above should start with:
"I found the Premier's statement - made on the 15 of June 2021"
