So now the rail makes sense, so since one cat is out of the bag (the name of the country) I’ll say it. The country is Germany, I could tell by the street signs and the abundance of Mercedes automobiles sitting on the street. So with the other photos provided and seeing the river boats, I would say the body of water is the Rhine River. There were other clues in the photo, so when may we use google?

xrayman67 has it, this is Düsseldorf. The "Kö" stands for Königsallee and it is the 6th biggest city in Germany.

St. John and St. Augustine are not correct. This is in the Caribbean and was only built in 1962-63.
