Do you think this implies that ferries, hotels, and charter boats are allowed to operate for Staycations?

Ahoy Captains,

In and Out of RoadTown personally around Noon Tues Aug 25 with the Curfew starting Wed at 5 PM
Like a Pirate Freeport it looks like the Government Rules are being taken with a ‘grain of Caribbean salt’.
At this marina everything is open including the grocery store, laundromat, marina office, car rental, yacht brokerage, and the restaurant.
Driving into town I see vessels underway in the Channel, gas stations open, and government and private construction crew at work.
In RoadTown there is heavy vehicle traffic and heavy foot traffic.
All the Essential Services such as banks, with the new normal 45 minute wait, grocery, and bakeries are open. And, most of the Non-essential retail such as hardware and clothing and electronics and department stores are open.
Most of the restaurants and all the food trucks are open, and the grocery store hot delis are busy with line ups.
I see uniformed staff working on the dock at the largest Yacht Charter company, and ferries being offloaded at the terminal dock.
It appears today, for those persons concerned about Lockdowns and Quarantines and Shutdowns every time there is a documented infection, that the BVI has crossed that Rubicon.
It appears today, everybody is wearing a mask and nobody is using their turn signal, so, just another Tortola Flavored Day in Paradise here.

And from the Governor - "The Governor stated that restrictions on the movement of vessels within Territorial waters will remain in place and that all private and commercial vessels shall be prohibited from travelling within the Territorial waters, with the exception of fisherfolk where authorised and intra-island ferries."

Ahoy Capt. Winterstale,

Sorry, all I can share is what was said today.
I am trying to not editorialize or spin what was said or meant by selecting or omitting specific comments.
Phase 3 is Tourism.

BVI Governor Jaspert - 1.9.20
We are facing a long term threat from this virus, a threat which would not disappear if the BVI was to go into lockdown for a couple of weeks …
We cannot plan for being completely Covid 19 free in the near future …
We need to use the next period to learn to function with Covid 19 so that out society and economy can keep going in the long term …
During the hours of 5 AM to 1 PM a limited number of Essential businesses will be open …

Hon Premier Fahie – 1.9.20
The harsh reality is that we have to live and work with Covid 19 …
We have made decisions which is a test run for us to learn to live and work through Covid 19 …
If we cannot handle living through these measures then we will be setting back Phases 2 and 3 of the reopening plan, and by extension our economy …

That's good news, they are acknowledging the need to live and work with/through the pandemic. I'd say things are looking up for reopening the economy and tourism in the next three months.

Ahoy Captains,

Update Sept 2 at 11:00 AM -
RoadTown is Open for Business.
Vehicle and foot traffic are moderate with the parking lots full.
Looks like about ½ the businesses are open and all the BVI Gov open.
Many Essential ‘Plus’ businesses are opening early with the Banks open 8:30 to 10:30/11:00. Even the Rastas are wearing masks!
The Virus is here and no ‘Oatmeal Diaries’ or Zombie Apocalypse.

Fair Winds, Brent from the Captains Compass.
