Since this forum is primarily for the Riviera Maya you probably won’t get much feedback on the north Baja/San Diego area. If you haven’t already you may want to try the TripAdvisor forums for the area you are considering.

We are thinking about retiring and moving from the US to the north end of the Baja Peninsula, just outside of San Diego, or at least getting a vacation home there. Are there any expats that can give us some helpful hints and important dos and don'ts? Names of reputable real estate agents, attorneys, books on the transition, taxes, etc.? Any and all help would be greatly appreciated! Thanks in advance. The northern end of the peninsula isn't very safe. I think you'll find more expats living in the southern end of the peninsula near Cabo San Lucas or in Puerto Vallarta.

Many choose the Rosarito and Ensenada areas to be close to CA. It sounds like you want to stay close to the border for easy visits, rather than venturing further into Mexico to live, is that it?
