Quote from the article "..Residents of those states are not being barred from coming to New York, New Jersey and Connecticut, so Wednesday's action is largely advisory." What the heck does that mean?

I'm completely confused by NC being included in this! There are 26 states who have more cases per million of population than we do!

Another quote. "When a reporter asked if Wednesday's announcement was more symbolic than practical, Cuomo insisted there'll be teeth to the enforcement. "No, you violate the quarantine, you will then have to do a mandatory quarantine and you’ll be fined," he said." I imagine there will be more clarification to come.

I know people going from one state to another, feel that quarantine does not mean
you can't go shopping. I thought it meant staying home for 2 weeks period.
I never could get a straight answer on that.
If you are going to all sorts of stores, can't you be spreading the virus?

Yes. Every time you touch something you could spread virus if your carrying it. Called cross contamination.

Quarantine means staying at home (or in place) for the specified period. Unfortunately the word quarantine has been used for the "stay at home" orders, which mean you can go out for necessities. Two very different things.

We were in quarantine on Sint Maarten for over two weeks in March. No movement at all was permitted by the PM. She told everyone to eat sardines and crackers if they ran out of food. The Jacobs mandate was brutal on the local population, to say the least. The next week people were allowed to order from a nearby grocery store to obtain food and have it delivered. Of course the system did not function so another week with little food. Quarantine means no movement outside a residence at all, at least on the Dutch Side of Sint Maarten.

And now we have zero cases. Her plan worked great!

In an effort to provide clarity to this evolving situation, here is the link to the Executive Order issued by Governor Cuomo. https://www.governor.ny.gov/news/no-205-quarantine-restrictions-travelers-arriving-new-york There will be implementing emergency rule making by the Commissioner of the Department of Health. One question has been what does it mean to "enter into New York"? In the context of air travel you have entered New York when you have exited the area of the airport terminal where access is controlled by the TSA security screening. In other words, if you have landed at a gate and transfer to another gate without passing the point at which you would require additional TSA screening, you have not "entered New York". However, it you pass the point at which you would require TSA screening to enter a secure airport space, you have "entered into New York". For example at JFK, if you need to change terminals or get on the Airtrain, you have entered into New York and are subject to the requirements of the Governor's Executive Order. I hope this helps. This is not meant to stoke partisan comments.

Very valid concern. Especially with an overnight connection that would require lodging too.

OK, thanks for that clarification, which, if I were transiting through NY, would not make me rest any easier, as I would think a good percentage of travelers would need to change terminals? And that is something that one would not necessarily know when you book the ticket? This seems to be a nightmare for connecting through NY..

There are also itineraries that even change airports too. I've looked at some that land in JFK and depart out of Newark and visa versa. Some with an overnight.

Quarantine means staying at home (or in place) for the specified period. Unfortunately the word quarantine has been used for the "stay at home" orders, which mean you can go out for necessities. Two very different things. So, "Stay at Home", was just go out for necessities, be careful and return home. Now people who are traveling home, after spending the winter in Florida, regulations says that one should quarantine for 2 weeks, which means stay at home, period. I know so many people not doing that. This whole travel issue is going to be very confusing. I don't see how stopping people from going into another country with a test will work. No one knows if they will come down with it a week later or just be carriers. I can understand why people want to close their borders until things are much better. I know SW Connecticut had a terrible spread from the people out of NY. Sorry, hope this makes a little more sense.

We live in RI near border with MA. MY doctor is in MA and I was not allowed to go there. I had to have a televisit. But more than that, when NY was having problems RI governor was using state police to stop cars entering the state. We couldn't shop across our border but instead had to drive further to grocery stores in RI that we had never used before. But that has now been relaxed.

Your post made complete sense to me. I just get completely annoyed at people saying they've been "quarantined". when they really haven't. I guess it's the grammar nazi in me.

Oh my. Using "nazi" isn't really political correct but I use it too when I talk about my dermatologist. 😁

A family friend who lives in Naples Fl. has plans for into Westchester NY. from RSW in July. She had no problem booking the flight up here But. when she went to booked her return flight the airlines would not allow her to book a flight less than 14 after her arrival. So, the 14 day quarantine is being enforced by the airlines

Our friend was not allowed to book a return trip back to Fla. because she was not quarantineing here in Connecticut for 14 days which is required. She wanted to return home after 6 days and JetBlue would not allow her to book a flight less than 14 days after her arrival.

I definitely know Florida is a hot spot, as I'm smack dab in the middle of it!! But my point is that the person was trying to LEAVE CT and go back to Florida. I would think that CT would be perfectly happy to have that person get the heck out of Dodge, as it were.

New England is not closed to New England. It is however closed to tourists from states outside of New England. Kind of like...Australia and New Zealand and Tahiti...are open to EACH OTHER but not to any other tourists.
We are booked for three different Bed and Breakfasts...one in Massachusetts, one in Maine and one in Vermont. At this point and time....we will be required to quarantine for 2 weeks. I am in constant contact with the owners of the B&B's. We can cancel up to two weeks before our scheduled trip and get our deposits back. I hope and pray that the quarantines are lifted by September...but as i write this...they are still in place.
