Covid-19 Update - St. Maarten
Extension of lockdown, but with movement options
BIJLAGE ALS BEDOELD IN ARTIKEL 2, TWEEDE LID, VAN HET LANDSBESLUIT UITZONDERINGSTOESTAND VAN 18 APRIL 2020 UPDATED LIST OF BUSINESS CLOSURES SUNDAY APRIL 19, 2020
1. The below services are allowed to be open to the public three days per week on Mondays, Wednesdays & Fridays from 8 am to 6 pm:
a. Supermarkets & Grocery Stores
b. Bakeries
c. Pharmacies & Pharmaceutical Suppliers
d. Gas Stations (incl. Wholesalers, Distributors & Retailers of Cooking Gas)
e. Banks
The public is only allowed to make use of the mentioned services in the designated zones in which they live:
Zone A: East of Cole Bay Hill (e.g. Philipsburg, Cay Hill etc.)
Zone B: West of Cole Bay Hill (e.g. Cole Bay, Simpson Bay etc.)
Special arrangements are allowed on these days and for the remainder of the week (excluding Sundays) between the referenced opening hours for deliveries to continue.
Suppliers of abovementioned services are allowed to provide deliveries to those services.
2. The first hour of shopping (8 am – 9 am) is reserved for the elderly, disabled and pregnant women.
3. Essential Government Services
Government services that are essential in keeping government operational and functioning during the COVID-19 crisis. These services will remain available to the public as published by these services within the restrictions of this decree.
4. All businesses are to remain closed, with the exception of the following essential & emergency services:
a. Hotels, Guesthouses, Yachting Agents and Marinas, which still have guests to tend to.
b. Security Companies
c. Agriculture (Farmers) & Fisheries (fishermen)
d. Media Outlets
e. Garbage Collection and sewage Services
f. Infrastructure management
g. Funeral Services
h. Essential public utility services
Emergency Services & Remote Technical Customer Support Services may continue for telecommunication (i.e. TELEM, UTS) and utility companies (GEBE).
i. Postal Services St. Maarten (PSS)
j. Emergency & Paramedic Services (EMS)
k. Freight Services
Freight services (offloading, on loading and related services) may continue at the Airport and Harbor. No deliveries and/or pick-ups are allowed unless it is for Government Services or one of the Essential Services mentioned in this list or for those allowed by the Prime Minister of Sint Maarten (e.g. Wholesalers and Retailers of Pharmaceutical supplies, Medical Institutions, Grocery stores, etc.)
l. Shipping & Cargo Companies, incl. FedEx & DHL etc. may make emergency deliveries only to Government or Essential services mentioned in this list or to those allowed by the Prime Minister of Sint Maarten.
m. Government Owned Entities
The Sint Maarten Harbour Group of Companies and the Princess Juliana International Airport.
5. The below services must be closed to the public, but must remain available in case of emergencies:
a. Medical Practitioners
b. Medical Laboratory Service
c. Dental Clinics
d. Notaries/Lawyers (by appointment)
e. Insurance (only as it relates to back office and/or by appointments)
f. Veterinary Clinics
g. Hardware Stores (for order & delivery)
h. Electronic Stores (for order & delivery)
6. All Construction projects must cease, with the exception of the COVID-19 related construction.
7. The following companies must be closed to the public, but may provide services to essential/ emergency services:
a. Restaurants/Catering
Restaurants/Caterers can make special arrangements to provide meals to staff of emergency/ essential services.
b. Commercial Laundry Services
May continue to provide services for Medical Institutions, Hotels that still have guests as well as other essential services.
c. Maintenance & Repair Services
Urgent repairs may take place. This includes all maintenance and repair services related to buildings, appliances, fixtures, vehicles and vessels. Including, but not limited to automotive garages, tire repair services, plumbing and electrical services, A/C installation and repair. These services may be provided to the general public only in emergency cases.
d. Gas Stations On Tuesdays, Thursdays and Saturdays, only three gas stations (ULG & Diesel) are allowed to open, namely: Sol Gas Station in Sucker Garden, PetroPlus Gas Station on the Bush Road & Sol Cole Bay (Tackling Gas Station). Opening hours will be from 8 am until 6 pm to supply vehicles of essential and emergency services. Wholesale suppliers of fuel are allowed to continue to offer delivery services to the gas stations.
e. Suppliers of Cooking Gas
On Mondays through Saturdays, suppliers retailers of cooking gas are allowed to provide delivery services.
f. Water deliveries
8. Waivers (written permission to be on the road during lockdown)
a. Essential staff of the businesses mentioned in this list must be in the possession of a valid disaster pass or a waiver signed by the owner of the business.
b. Persons already in possession of an existing waiver for essential services mentioned herein and signed by the Prime

Second what Pelican Pirate posted above. This is how you take steps to slowly re-open things. Things work so much better when you have a plan. But, I'm still curious about COVID-19 testing on SXM.
