Spent some time there this last winter. No C/O. Topless here and there, a small percentage. Not legal but pretty much ignored by policia. The beach area just north of Coco Beach usually had some topless. Lots and lots of people and very long beaches for walking.

Can you me narrow down where Coco Beach area is with respect to either the pier or the ferry dock from Cozumel?

Hidden Beach -south of Playa but its a nice resort for guests only

Coco beach is a fair walk north from the ferry dock, tho a nice and doable walk. We stayed in a lovely condo complex in that area so the beach was only a few minutes walk away. If you do a google satellite view Coco beach is where all the small fishing boats are anchored north of downtown Playa. There's also a nice beach bar/restaurant there with free chairs out onto the beach if you do drinks/lunch.
Hidden Beach resort does allow day visits, $100 per person, and you have to call and arrange in advance to be let thru the gate. We went up a few times, first with friends, and then took the mini-bus from Playa. If I recall earliest in is around 9 am and you have to be out by 5 or so. The resort is a bit of a walk from the main road unless you can catch one of the small resort shuttle carts.

While on a Cruise a while back, we went to Playa Del Carmen. When you get off of the Dock (pier?) where the ferry stops from Cozumel, walk down the beach to your left (as you are facing shore from the ferry). Plenty of topless participation, but no C/O. We rented two lounge chairs on the beach in front of the hotel for $20.00 total, all day. Also had occasional bar service from the hotel. Not familiar with Coco Beach, sorry.

you can go down to Tulum....topless is very common and discreet nudity is usually tolerated...mostly to just swimming or sunning, you will need to cover up if you walk the beach or go the beach clubs/bars

Can you walk from the Mayan ruins to the topless beaches in thulium. Want to avoid another cab ride as well be coming from playa del carmen

Bugambilias, Is topless common place that close to the Mayan ruins/Temple in areas like the picture you show? can you just walk from the ruins to the beach or do you have to leave the ruins and wallk around the perimeter to the beach? Will this be obvious or difficult to find the beach from the Arch/Ruins site?

No, topless is not common at the ruins or any busy tourist beach. Public nudity is illegal in Mexico. Sure, you can walk from the ruins to the beach, because they are adjacent. Obvious? Very.
I might get in trouble with this description of my impression of the way the rule is enforced but here goes. Angelina Jolie types can walk around topless all day. Rosie O'Donnell might get told to cover up. Sorry for the over simplification, but that is how it seems to work.
