The owner of our airbnb said that the French government agreed to put in the lines, etc for water and power and that the owners were responsible for construction of their businesses. So far, there is only one building under construction. I'm not sure what restaurant it is.

That was what was printed in the DH, that the owners were responsible for building their buildings.
