Craig at Packlight rents cell phones now. And some of the rental car companies include a free cell phone with their rental.

We tried renting from Craig because we had done so in the past. He is basically out of that business now. So is Jeannie.
We have been using WiFi Calling as explained here without issue. Also using What’s App with our Son who is in Italy on his Honeymoon. No issues with either as long as there is a WiFi connection.

If your phone is unlocked buy a Chippie Sim Card its the only way to go !!!!!

If your phone is unlocked buy a Chippie Sim Card its the only way to go !!!!! Totally agree! I had "data everywhere" added for $35/month (I'm here for four weeks) and have been using my Galaxy Note 8 the entire time. Love it!!!

What does that cost to do? I have an android Samsung note 8. Reread my post, Scubaman. All is revealed therein.  I went to Tech Hub in Carrefour to get it set up for a $5 fee on top of the cost of the service. However, I asked them for the codes to get it set up and hope to be able to do it myself next time.

I found Tech Hub to be extremely helpful when I needed some assistance with just a cell phone back in March.
