Will be arriving Virgin Gorda via Gun Creek North Sound
Is there a car rental at port of entry there?
Have not done this entry point in past visits?

You can arrange to have a car meet you there. We have done that with Speedys before.

Will this be your initial port of entry to the BVI? If so, I don't think the Gun Creek Customs & Immigration office has reopened since Irma.
