What is the exact location of the Soggy Dollar? When is a good time to go there and what to expect there?

It is on the lagoon side, kind of behind where The Mailbox is or was and the Palapa Shopping area. Not sure when a good time to go is as I have always gone around Regatta and it was a zoo. I think it is usually a decent place but gets packed when they have a party or special event.
