Since may visitors to SXM also visit Anguilla, perhaps this would be of interest to you. AQUA LOUNGE ANGUILLAThere is an animated 3D "walk through" you can play also. Supposed to be opening in Spring 2019 on Rendezvous Bay Anguilla.

No idea, but I would wonder if any place would really be calm enough and what happens when a good storm or hurricane blows through?

That will take an enormous amour of investor dollars, not to mention it will be a logistical nightmare to build and maintain. The concept is very neat however. That’s what that boat behind the dingy dock was supposed to be and it hasn’t even gotten off the ground.

I think it would take an enormous amount of engineering and stabilization to keep it from becoming a total wreck. Perhaps this is just a pipe dream, who knows?
