Realize onboard by dark, but how safe would it be given the damage. I noticed several would spend the night before the storm.

It's an open Bay and not typically a,comfortable anchorage with the prevailing winds.

Depends.....on the wind, on the anchor, on the scope, on the boat and on the sea conditions. Sailbynight has it right. IMHO, a prudent sailor would never PLAN to anchor off Orient beach but if conditions are favorable one might give it a go. Personally, I don't like to half sleep wondering if the boat is dragging.
