Gov't has announced that the Roadtown Ferry terminal is open again for all ferries.

I just left the ferry dock 24 hours ago and it was still at the cruise terminal.
FYI: if anyone is going down between now and then...you cannot pick up passengers from the floating dock behind the cruise terminal. I asked the dock master at the beginning of our charter and was denied.

The pier park plan and the published "Standard Operating Procedures" clearly state that those docks are a public transient marina with daily and weekly rates but pickup and dropoff has to be pre-approved.

I believe the challenge right now with the pier park is that it is fenced off for the security of customs(restricted access as there is no barrier from customs to the floating dock). I tried to walk around to the opposite side to access but could not due to fencing. That said, once these are down it does look like a nice facility/area to visit.
