I notice on the Heineken Regatta website that all of the 2019 parties will be at Port De Plaisance. I guess the change is permanent.

I think you are looking at 2018 as the site does not appear to be updated for 2019 with the exception of the dates of the event. 39th Regatta is 2019. The party schedule for the 39th St. Maarten Heineken Regatta will soon be announced here. Concerts held every night at unique spectacular locations on the island showcasing great local and international artists.

That does indicate what you stated, although there is also the following disclaimer on the same page. Have a look at the event schedule of the 39th St. Maarten Heineken Regatta. Please bear in mind that the items are subject to change. I guess we will find out for sure when it is closer to time. This would be very early to announce the schedule compared to what they have done in the past but it may well be the case.

I don't know whether it's permanent or not, but IF! they no longer are going to have parties on Kim Sha, it could be because of Roxxy Beach (IF it actually comes to pass..)
