Claim dollars being paid and rebuilding or replacing being completed can be two separate items. In some cases I am sure that insured's will take the money and run and never replace or rebuild the damaged property. Materials, skilled labour are probably in very short supply.......I am also confident that items were not insured to full rebuilding or replacement value and hence you are going to have a shortfall.
