IN that same issue was an article about the French Government offering more support to businesses on French side that keep their employees on the payroll.

Yep - it's said a good agreement is one in which neither side is happy, which I suspect might be true in this instance. But at least the workers have some income.

Nah. That never happens. The best agreement is where both sides are only moderately UNhappy.
