Feel like a real rookie posting this, but can't find the info anywhere and have scoured the web. Chartering a 4000 in Tortola in a month. Crew of 6 total. Most monohulls we have chartered have 3-4 person dinghies but have heard rumors the 4000 had a larger one. What's the real story?

6 people will be fine. Technically, I think the dinghy on that boat is sized for 8 but it's a tight 8.

Moorings uses the same dinghy's for all their boats as far as I'm aware. We've had 9 in it before, which I wouldn't recommend, but 6 will be fine.

The Moorings dinghies are interchangeable and they don't keep track of the dinghy assigned to a particular charter. Bring one back and you are good to go.

You will be fine with six in the standard mornings dingy and 9.9 HP motor.
Good access from the sugar steps, use the starboard side so not to mess with swim ladder. Rig a line from lift to use for stability.
