Read the whole article "The law is not yet in effect. It requires ratification by the Council of Ministers. Thereafter the Ombudsman will have up to six weeks to scrutinise the law to ensure it does not conflict with the Constitution."

Agreed, but my point is that it is still a proposed law. I really hope it actually passes.
