Fewer refers to the number of outages, less refers to volume.

Exactly Irina! GEBE still has not figured out that the key word for ANY power plant is CONSTANT MAINTENANCE and ETERNAL VIGILANCE! not happening...
GEBE might have less "time out of service", fewer problems remains to be seen.
