Does anyone know what the official taxi rates are for 2016 / 17? I have a rate sheet from 2014 but can't find anything more up to date. Specifically, I'd like to know the price from zone 2, Airport Maho, to zone 11, Orient Beach.

No idea for sure what the current fare is but there is a dispatcher at the airport and they will tell you the "official" rate if you ask. Just a guess on my part but I would think the last rate sheet you have would be close.

Regardless of what the official rate is, or may be, I would figure on paying about $30 one way for two people, plus $1 per bag, plus tip. (Plus extra if you are making a stop at a grocery store or to pick up some beers, etc). That will get you pretty close.. Plus about 50% more if it's after 10 PM.
SXM really isn't the kind of place where you can complain to anyone about someone exceeding the 'official rate'. And actually, since Orient in on the french side, not sure they could control how much someone could charge to go to the french side anyway. But regardless, above amount should get you close enough.

I was going to take a WAG at $35+tip.

To get some clarity to this I called my long-time friend and taxi driver. He indicated the going fare/rate for for 1 or 2 people to Orient Beach from the airport is $30-$35, depending on where in the OB area one is going. Baggage handling, extra passengers, stops, etc. could all come into play along with the tip in addition to the price he told me.

And from a TTOL sponsor, Wilfred Brooks: Yes the rate is $30:00 plus the luggage that's if you take a cab that's waiting in line outside! however when someone make a special request to be picked up that's something totally different the driver goes to the Airport and wait outside with a sign, sometimes the plane is on time sometime its late lost luggage and have to file a claim all that time the driver is waiting outside, hope that the folks understand..
