In the past when visiting St Thomas by boat we have anchored out near the Coast Guard dock in Charlotte Amalie or across from Crown Bay Marina. These places can be very crowded and often rolly. What other options may be available for anchoring out? Are Brewers Bay and Lindbergh Bay considered viable options and do the have anywhere to safely tie off a dinghy...?

a mono can be very rolly at Lindbergh, Brewers is very nice, but no facilities. I believe the Coast Guard is on the other side of the Harbor from Crown Bay, closer to town. As far a a dinghy, lock it up anywhere. At anchor we haul our dinghy with a spare halyard

It's tends to get a bit rolly when you have a south wind, try going to the west end of Charlotte near CYOA charters.
Lindbergh gets rolly and there's no dock to put your dinghy.

There's a dinghy dock at the Lindbergh Bay Resort, formerly the Best Western Carib Beach.

The Water Island anchorage of Honeymoon Beach/Druif Bay has access to the dinghy dock at Crown Bay. That works if you want access to the Pueblo grocery store.

Another option are the moorings at Frenchtown Marina managed by CYOA. Excellent access to the restaurants in French Town and a short walk to customs.
