The French side is literally France so yes, the "tip" is included, called "servis compris". They pay them a living wage, time off, ect.
Dutch side is American style where 20% is expected.
Sometimes the French side has places where they ask for a tip, which is sort of against the rules.
We tip 5-10% on French side if having a real sit down meal.
Drinks at a bar, just the total unless have some loose change.
