I think the risk is that the BVI government could withhold their regulatory approval under pressure from local system operators, forcing Starlink to geofence the area. I haven't gotten the letter, but I'm also not currently there.
More like Starlink is not willing to play the necessary bribes. Bribery is the foundation of BVI business.
