Did they ever consider putting a buoy east of Skipper Jacob rock and have some reason to rule it out?
That would make the person liable if the buoy was destroyed and not put back and someone hit the reef. Anyway almost every charter boat has been totally destroyed in hurricane Irma and Maria and the Moorings has been repairing them and selling them to hundreds of people
