Here is an answer from someone that lived in Pelican Key. He hillside across from the Atrium is called Billy Folly and the rest of that area as you go down Billy Folly Road is called Pelican Key. Once the road makes its sharp turn the waterfront there is Lay Bay. The bay to the east is Cole Bay. This is where GEBE has its power plants and all this can be seen from the pull out off of Brouwer Road as you go up the hill in the direction of Phis

Somehow I made a typo that I don't know how to correct on my post above, so I will continue it here
...in the direction of Philipsburg. This lookout is where the snack shack is. Next is Cay Bay that a real estate developer renamed a portion of as Indigo Bay. Some how the land area that is on the extreme southeast portion of the lagoon picked up the name Cole Bay. In fact when I lived on the island that portion was called Cole Bay Lagoon to distinguish it from the main Cole Bay. I think that the change happened because some of the island road maps given out by car rental companies had changed the name from Orange Grove and making all of the hillside Almond Grove.

The names you quote are for the water parts (bays of the Dutch side) and don't necessarily pertain to the landed neighborhoods. Names evolve over years and the original names get lost. In order to get a local skippers license, you have to know the names of all the bays ( water areas) on the Dutch side to pass the test. The bay where Indigo Bay development is still called Cay Bay. Indigo is just the name of the development and does not change the name of the bay.
