I think this looks more like europe. Bog-standard government type buildings in classical mid-1900s style. Could this be in France?

Yes if one goes to 44.40° N, 8.9° E they will be in the home town of Christopher Columbus - Genoa Adrian - So where are we going now? And who is going to take us?

Oh drat, it just hit me as I've been to this city many many times when we lived in FL, St Augustine. That's the cemetery near the old military barracks. I've done that carriage ride.

Think I recognize the logo on the trains (I used to chase trains and be into model railroading but being much more interested in aircraft, they won out). I'll wait a bit to see if someone else has any ideas.

Sintra is correct ! We visited Portugal fall of 2019 ...little did we know Covid was brewing then ...spent a glorious week in Lisbon and took a train to visit the incredible Sintra . A few highlights from Lisbon
