Yes. Wind is very destructive to both a flag and pully system let alone the rope. My 4x6 US Flag has to be replaced every 4 months due to some of the strong winds we get at my place in Easter WA. Rope and pully also gets it's wear from constant abrasion due to the winds and weather.
