Seems to me that the residents are doing everything as it should be done. Perhaps Minister Doran has not been given the handshake with the bribe that is sometimes required to get things done on that island. It is such a shame that this kind of thing is allowed to go on. How long does it take to sign a permit?? Surely not 14 months.
