What little you can see of the building in the background makes me think it might be somewhere in the UK. Perhaps a church destroyed by bombing in WWII.

It is definitely the Mosel in Germany. Hills on one side, winding small river which rules out the Rhein and the Main rivers. Could it be Traben-Trarbach?

Düsseldorf is an interesting city - I was there recently (before Corona) and it also boasts the biggest Japanese population in Europe with some excellent food & merchandise to be had! Where is this?

I have a lot of pictures, but it is hard to find additional ones that don't make it too easy. This is indeed in Europe and at a latitude at or above that of Rotterdam.
