Not only does Hertz include the liability insurance, if you elect to use them, but be sure and check with your issuing Credit card company to make sure they'll cover the collision as most cards have stopped that.
My cards don't cover foreign anymore. I have a Bonvoy American Express, AA Barclays Mastercard, AA CitiBank Mastercard. None of those cover foreign anymore is what I'm told. In fact my Barclays doesn't even cover domestic rental is what I was told when I talked to them.
