Not to sound like an old fart. But NOTHING good happens at that hour!! There's a reason Connecticut closes at 1am!! All bars/clubs have to be cleared out before 2am!!! I don't know if this would have helped, as another poster stated. This was a targeted!! These kind of things put a black eye on the island and tourism!!! Let's pray the victims survive this!!!
