USA Citizens can apply for an ICC by taking a 1 day practical test at an RYA approved training centre (center ) in the US. Here is a LINK to one such centre. I know it is a pain when you've been sailing all your life but it is only one day and it'll open up the Mediterranean and other places around the world for you.
