No, not always, but I was at Hedo a few years back, and there was this guy that sat down in a chair in the middle of the nude beach with his drink and gawked. Security quickly explained to him that he had to disrobe or leave.
The guy put up a fight and said he paid his money just like everyone else and he had a right to be on the nude beach clothed...he was not trying to interact or communicate in a any manner...he was just staring at the naked women...that was not only creepy but it was DUMB.
