Not sure about that. A low oxygen saturation rate (hypoxemia) would indicate lung disease and lung inflammation is already present.
You beat me to that response. I agree...there are some travelers with baseline lung issues that would NEVER be allowed to fly if a pulse ox was used as a criteria\
