No question, this is the outgoing team. Probably trying to make the numbers work on their airport extension boondoggle. Just hoping the new team cancels that and tells the Chinese to take a flying leap.
The Chinese have substantially cut back on their overseas direct investments. They may no longer be willing to finance the airport boondoggle.
