No, ban the travelers that think rules don't apply to them. We will go to SXM for 3 weeks this year. Each of us takes a suitcase that easily fits into overhead and small bag that easily fits under our seat. We use laundry @ a buck/lb. in SXM and avoid the "checked bag circus" of customs and immigration when we return to US.
